BackgroundHIV prevention research in resource-limited countries is associated with a variety of ethical dilemmas. Key amongst these is the question of what constitutes an appropriate standard of health care (SoC) for participants in HIV prevention trials. This paper describes a community-focused approach to develop a locally-appropriate SoC in the context of a phase III vaginal microbicide trial in Mwanza City, northwest Tanzania.MethodsA mobile community-based sexual and reproductive health service for women working as informal food vendors or in traditional and modern (...) bars, restaurants, hotels and guesthouses has been established in 10 city wards. Wards were divided into geographical clusters and community representatives elected at cluster and ward level. A city-level Community Advisory Committee (CAC) with representatives from each ward has been established. Workshops and community meetings at ward and city-level have explored project-related concerns using tools adapted from participatory learning and action techniques e.g. chapati diagrams, pair-wise ranking. Secondary stakeholders representing local public-sector and non-governmental health and social care providers have formed a trial Stakeholders' Advisory Group (SAG), which includes two CAC representatives.ResultsKey recommendations from participatory community workshops, CAC and SAG meetings conducted in the first year of the trial relate to the quality and range of clinic services provided at study clinics as well as broader standard of care issues. Recommendations have included streamlining clinic services to reduce waiting times, expanding services to include the children and spouses of participants and providing care for common local conditions such as malaria. Participants, community representatives and stakeholders felt there was an ethical obligation to ensure effective access to antiretroviral drugs and to provide supportive community-based care for women identified as HIV positive during the trial. This obligation includes ensuring sustainable, post-trial access to these services. Post-trial access to an effective vaginal microbicide was also felt to be a moral imperative.ConclusionParticipatory methodologies enabled effective partnerships between researchers, participant representatives and community stakeholders to be developed and facilitated local dialogue and consensus on what constitutes a locally-appropriate standard of care in the context of a vaginal microbicide trial in this setting.Trial registrationCurrent Controlled Trials ISRCTN64716212. Trypophobia is a relatively common aversion to clusters of holes. There is no consensus yet on which emotions are involved in Trypophobia nor in its functional utility. This report investigates the role of disgust using contamination tasks in two studies, which contrast people with an aversion to trypophobic stimuli to those without. In Study 1, participants reported their emotional reactions to imagined contamination of trypophobic images. In Study 2, participants evaluated physically present trypophobic, disgust, fear, and control stimuli. The capacity (...) of these stimuli to contaminate other objects was established using a chain of contagion task. Across both studies, contamination was present, however, only those with an aversion to trypophobic stimuli evidenced contamination on the chain of contagion task, a hallmark of disgust responding. Elevated levels were not only reported for disgust, but also alongside fear/anxiety. Participant reports suggest an underlying disease avoidance mechanism in Trypophobia, with trypophobic participants demonstrating an exaggerated response to such stimuli involving disgust and fear/anxiety, which is also seen in small animal phobia, BII, and C-OCD. Implications, particularly for treatment are discussed. (shrink)

If an array of goods is for sale on a market, one’s wealth, the tradeable resources one owns, determines what one can purchase from this array. One’s income is the increment in wealth one acquires over a given period of time. In any society, we observe some people having more wealth and income, some less. At any given time, in some societies average wealth is greater than in others. Across time, we can observe societies becoming richer or poorer and showing (...) more or less equal distributions of wealth among their members. Does it matter from an ethical standpoint whether some people have more income and wealth than others? Does securing a more equal distribution of income and wealth either constitute the achievement of something that is intrinsically morally desirable or serve as a reliable means to the achievement of some intrinsic moral value? Most individuals realise that we have a moral obligation to avoid the evils of war. But this realization raises a host of difficult questions when we, as responsible individuals, witness harrowing injustices such as ""ethnic cleansing"" in Bosnia or starvation in Somalia. With millions of lives at stake, is war ever justified? And, if so, for what purpose? In this book, Richard J. Regan confronts these controversial questions by first considering the basic principles of just-war theory and then applying (...) those principles to historical and ongoing conflicts. Part One presents two opposing viewpoints: first, that war is not subject to moral norms and, second, that war is never morally permissible. The author rejects both perspectives, and moves to define the principles of just-war theory. He evaluates the roles of the president, Congress and, most importantly, the UN Security Council in determining when long-term US military involvement is justified. The moral limits of war conduct and the moral problem of using, or threatening to use, nuclear weapons are also discussed. On the just cause to wage war, Regan argues that defense of nations and nationals - whether in self-defense or in defense of others - remains the ""only"" classical cause that in the modern world would justify resorting to war. With respect to military intervention in secessionist and revolutionary wars, he contends that such intervention might be justified, but that prudence dictates extreme caution. In considering acceptable war conduct, Regan elaborates the specific principle of discrimination and proportionality; he maintains that civilians uninvolved in the enemy's war should not be directly targeted and that the costs of military action must be proportionate to the anticipated benefits of destroying military targets. The second part of the book presents case studies of eight historical wars - World War I, the Vietnam War, the Falklands War, the revolution and civil war in Nicaragua, the civil war in El Salvador, the Gulf War, the intervention in Somalia, and the Bosnian War - and poses several provocative questions about each. It invites readers and students to apply just-war principles to complex war-related situations and to understand the factual contingencies involved in moral judgements about war decisions. Hannah Arendt is increasingly recognised as one of the most original social and political thinkers of the twentieth century. In this important book, Richard Bernstein sets out to show that many of the most significant themes in Arendt's thinking have their origins in their confrontation with the Jewish Question. By approaching her mature work from this perspective, we can gain a richer and more subtle grasp of her main ideas. Bernstein discusses some of the key experiences and events in (...) Arendt's life story in order to show how they shaped her thinking. He examines her distinction between the Jewish parvenu and the pariah, and shows how the conscious pariah becomes a basis for understanding the independent thinker. Arendt's deepest insights about politics emerged from her reflections on statelessness, which were based on her own experiences as a stateless person. By confronting the horrors of totalitarianism and the concentration camps, Arendt developed her own distinctive understanding of authentic politics - the politics required to express our humanity and which totalitarianism sought to destroy. Finally, Bernstein takes up Arendt's concern with the phenomenon of the banality of evil. This paper attempts to address the question of the ethical obligations of stockholders. Having presumed a rather narrow conception of the nature of property, and citing the limitations on stockholders rights and/or power, some have suggested that stockholders have no significant moral responsibilities. Others say that stockholders have moral responsibilities which they derive from the fact that the shareholders of a corporation are the legal owners of it. This article first of all, contests the view that stockholders have no responsibilities (...) regarding the moral or immoral activities of the corporation in which they invest. It will be maintained, however, that while stockholders have moral responsibilities to monitor corporate decisions and perhaps, to actively try to influence the corporation to act morally, such ethical obligations cannot be derived solely from the stockholders' legal ownership of the corporation. The true ground of the moral obligations of stockholders is a social/political one and one which embraces a broadened conception of the nature of property. (shrink)

Recent years have seen an accentuation in claims that early Heideggerian works are infected with totalitarian ideas that came to full realisation in the early 1930s. In challenging this claim, I suggest that the trajectory from Geschichtlichkeit and Mitsein in Being and Time to Heidegger’s later lamentable political involvements is both complicated and tenuous. After first defending this stance with reference to the account of Schuld in Being and Time, I draw substantively on the work of Jean-Luc Nancy in arguing (...) that Heidegger’s later political thought amounts to a perversion of his earlier admittedly under-developed accounts of Geschichtlichkeit and Mitsein. Further, with Nancy, I suggest there is much to be learned here more generally—both by Heidegger’s great insights and great failures—concerning the dialectic of self and community. (shrink)

Richard J. Bernstein argues that many of the important themes in philosophy during the past 150 years are variations and developments of ideas that were prominent in the classical American pragmatists: Charles S. Peirce, William James, John Dewey, and George H. Mead. The pragmatic thinkers reject a sharp dichotomy between subject and object, mind-body dualism, the quest for certainty, and the spectator theory of knowledge. They seek to bring about a sea change in philosophy that highlights the social character (...) of human experience and normative social practices, the self-correcting nature of all inquiry, and the continuity of theory and practice. And they - especially James, Dewey, and Mead - emphasize the democratic ethical-political consequences of a pragmatic orientation. Many of the themes developed by the pragmatic thinkers were central to the work of major twentieth-century philosophers such as Wittgenstein and Heidegger, but the so-called analytic/Continental split obscures this underlying continuity. Bernstein develops an alternative reading of contemporary philosophy that brings out the persistence and continuity of pragmatic themes. In their excellent book Disadvantage, Jonathan Wolff and Avner de-Shalit (hereafter: the Authors) state that their aim “is to provide practical guidance to policy makers by providing a version of egalitarian theory which can be applied to actual social policy.”1 This is a worthy project and their execution of it is full of insight. However, I doubt that they succeed in fulfilling their stated aim.

This paper focuses on two key issues in Nicholas Wolterstorff's Justice: Rights and Wrongs . It argues that Wolterstorff's theistic grounding of inherent rights is not successful. It also argues that Wolterstorff does not provide adequate criteria for determining what exactly these natural inherent rights are or criteria that can help us to evaluate competing and contradictory claims about these rights. However, most of Wolterstorff's book is not concerned with the theistic grounding of inherent rights. Instead, it is devoted to (...) a detailed and rigorous articulation of the meaning and defense of a theory of justice as consisting of inherent rights and with showing why this theory of justice is superior to the alternative right order theories that Wolterstorff criticizes. The paper concludes that these accomplishments are not diminished even if Wolterstorff has failed to provide us with a satisfactory theistic grounding of his theory. (shrink)

Bernstein THE RAGE AGAINST REASON Recently, a number of phflosophers including Alasdair Maclntyre, Richard Rorty, Paul Ricoeur, and Jean-François Lyotard have reminded us about die centred (and problematic) role of narratives for philosophic inquiry. I say "reminded us" because narrative discourse has always been important for philosophy. Typically, every significant philosopher situates his or her own work by telling a story about what happened before (...) he or she came along— a story that has its own heroes and villains. This is the way in which philosophers are always creating and recreating dieir own traditions and canons. And die stories that they tell are systematically interwoven with what they take to be their distinctive contributions. Consider Aristotle's narrative in die first book of me Mdaphysics about the insights and blindnesses of his predecessors in grasping the multidimensional character of our scientific knowledge of causes. Or — to leap to the contemporary scene — think of the story that logical positivists told us about the confusions and linguistic blunders of most of their predecessors — with a few bright moments of anticipation of their own radical program for reforming phdosophy. Or again, there is the powerfully seductive story diat Husserl tells where the entire history of philosophy is viewed as a teleological anticipation of die new rigorous Wissenschaft of transcendental phenomenology. There is a common rhetorical pattern in these narratives. They tell stories ofanticipations, setbacks, and trials, but they culminate with the progressive realization of truth and reason, which is normally identified with what die philosopher/ storyteller now sees clearly — a "truth" which his or her predecessors saw only through a glass darkly. There is also die genre of philosophic narratives which has become so fashionable in the nineteenth and twentieth centuries and has dramatically reversed diis pattern. They tell of relentless decline, degeneration, catas186 Richard J. Bernstein187 trophe, and forgetfulness. A "classic" instance of this is Nietzsche's geneological unmasking of the "history" of reason, truth, and morality which culminates in the dominance and spread of a pernicious all-encompassing nihilism. But we also find variations of this pattern in Maclntyre's saga of the decline and degeneration of moral phdosophy and moral life since me Enlightenment. And — as we shall see — diis is die way in which Heidegger reads (in his "strong reading") the destiny of Western philosophy and metaphysics which is interwoven with the history of the forgetfulness and concealment of Being. It is not my intention to develop a typology of narrative patterns in philosophy, although I am convinced that such a typology would be extremely üluminating. Rather I want to set a context for what I will attempt to do in this article. For I want to oudine a narrative — or more accurately and modestly — a narrative sketch. Even diough I will be schematic, my tale is a complex one for several reasons. First, because it is a narrative about narratives, specifically narratives which themselves relate stories about the development of reason, or what thinkers such as Weber and Habermas call "rationalization" processes,1 Secondly, because it is a narrative that isolates different story lines, a plot and a counterplot that stand in an uneasy and unresolved tension with each odier. Thirdly, because it is not one of those narratives where all the loose threads are neady tied together at die end — or to switch metaphors, there is no grand Aufhebung because it is essentially an unfinished story. In the spirit of this prologue let me introduce die four main characters ofmyfirst story line, and tell you what I hope to achieve. The names of the main characters are Condorcet, Weber, Adorno, and Heidegger. My aim is to confront some deeply troubling contemporary questions, for I want to understand why today there are so many "voices" screeching about Reason. Why is there a rage against Reason? What precisely is being attacked, criticized, and damned? Why is it diat when "Reason" or "Rationality" are mentioned, they evoke images of domination, oppression, repression, patriarchy, sterility, violence, totality, totalitarianism, and even terror? What is the good for human persons? If I am trying to lead the best possible life I could lead, not the morally best life, but the life that is best for me, what exactly am I seeking?This phrasing of the question I will be pursuing may sound tendentious, so some explanation is needed. What is good for one person, we ordinarily suppose, can conflict with what is good for other persons and with what is required by morality. A prudent (...) person seeks her own good efficiently; she selects the best available means to her good. If we call the value that a person seeks when she is being prudent “prudential value,” then an alternative rendering of the question to be addressed in this essay is “What is prudential value?” We can also say that an individual flourishes or has a life high in well-being when her life is high in prudential value. Of course, these common-sense appearances that the good for an individual, the good for other persons, and the requirements of morality often are in conflict might be deceiving. For all that I have said here, the correct theory of individual good might yield the result that sacrificing oneself for the sake of other people or for the sake of a morally worthy cause can never occur, because helping others and being moral always maximize one's own good. But this would be the surprising result of a theory, not something we should presuppose at the start of inquiry. When a friend has a baby and I express a conventional wish that the child have a good life, I mean a life that is good for the child, not a life that merely helps others or merely respects the constraints of morality. After all, a life that is altruistic and perfectly moral, we suppose, could be a life that is pure hell for the person who lives it—a succession of horrible headaches marked by no achievements or attainments of anything worthwhile and ending in agonizing death at a young age. So the question remains, what constitutes a life that is good for the person who is living it? (shrink)

Kasper Lippert-Rasmussen’s interesting criticisms of the ideal of equality of opportunity for welfare provide a welcome occasion for rethinking the requirements of egalitarian distributive justice.1 In the essay he criticizes I had proposed that insofar as we think distributive justice requires equality of any sort, we should conceive of distributive equality as equal opportunity provision. Roughly put, my suggestion was that equality of opportunity for welfare obtains among a group of people when all would have the same expected welfare over (...) the course of their lives if each behaved as prudently as it would be reasonable to expect her to behave. My specific proposal was more demanding, holding that when an age cohort reaches the onset of responsible adulthood, they enjoy equal opportunity for welfare when for each of them, the best sequence of choices that it would be reasonable to expect the person to follow would yield the same expected welfare for all, the second-best sequence of choices would also yield the same expected welfare for all, and so on through the array of lifetime choice sequences each faces. (In the jargon of my 1989 essay, equal opportunity for welfare obtains when everyone faces effectively equivalent sets of life options.). (shrink)

From the Introduction: This inquiry is concerned with the themes of praxis and action in four philosophic movements: Marxism, existentialism, pragmatism, and analytic philosophy. It is rare that these four movements are considered in a single inquiry, for there are profound differences of emphasis, focus, terminology, and approach represented by these styles of thought. Many philosophers believe that similarities among these movements are superficial and that a close examination of them will reveal only hopelessly unbridgeable cleavages. While respecting the genuine (...) fundamental differences of these movements, this inquiry is undertaken in the spirit of showing that there are important common themes and motifs in what first appears to be a chaotic babble of voices.
